I know better than to think this'll make any difference in this country's prudishness and ass-backwards attitude towards sex, but it's nice to see this sort of subversiveness still alive on the campus, and even nicer to see the hands-off attitude the administration is taking.

Dear Secretary Rice,

We the undersigned appeal to you to reconsider the State Department travel warning to Israel and investigate its effect on university students who choose to Study Abroad at institutions of higher education. 

For many American students, a year’s study abroad is an essential element in their education.  Overseas programs broaden American students’ educational and cultural horizons. The concomitant study of other languages enriches America’s intellectual talents.  American students studying abroad serve as American ambassadors around the world. 

The current travel warning to Israel from the State Department is the root cause of students being unable to study in Israel.  Below is information directly from students who are trying to study in Israel.

•University of Colorado-Boulder used to have a study abroad program in Israel with Hebrew University. There was an established program and students participating in this program would receive in-resident credits for the classes they took. However the program has been suspended due to the travel warning.

•University of California-Los Angeles does not allow students to go to certain countries, such as Israel, because of safety issues. Students who want to study in Israel have to do so independently and upon return they can petition for credit. At this time all University of California system schools do not allow students to study in Israel through study abroad programs.

•Harvard University students may not receive credit or funding for study or travel in Israel because Israel is currently on the travel warning list.  Currently the only option for students to travel or study in Israel is to do so independently, without receiving university credit, and seeking outside grants.

•Pennsylvania State University study abroad and exchange programs in Haifa and Tel Aviv are currently suspended due to the travel warning.  Students who wish to study in Israel must withdraw from the university. Course transfers can be pre-arranged so students can have courses transferred if the department reviews the syllabus and approves it.
 
In addition to State Department Travel Advisories having a direct impact on a school’s decision to allow study abroad to a country, there are also additional consequences that lead American universities to actually discourage their students from undertaking overseas academic programs:

University Policies.  There is a broad spectrum of university policies regarding overseas travel.  Some schools have not only shut down or suspended overseas programs, particularly to Israel, but they refuse to accept course work and credit earned at overseas schools deemed to be in dangerous areas as defined by the State Department. 

Insurance Company Policies.  Many insurance companies will not cover people traveling to countries for which the State Department has issued travel advisories, in particular to Israel.  Many universities cited insurance concerns as a reason to forbid their students to study abroad, even though other campuses have handled this issue by having students and parents sign a liability waiver.

In response, we respectfully request that you reexamine the travel warning to Israel and consider its effect on future travel warnings so that students may study abroad in the country of their choice.

We hope and trust that your decisions will serve to improve American policies regarding Study Abroad opportunities with the ultimate goal of reopening and encouraging Study Abroad programs.
